Why can’t I work outside the image area?

I mean the canvas size. If I’m doing a clipping path along the edge of the image I have to zoom way out to grab a point I just made. It won’t let me scroll down onto (gray) area.

OS 10.4.8
2 x 3 GHz Dual-Core Intel Xeon
