JPEG quality loss when saving

I am constantly reading that JPEG files are not the best method of saving photographs as it produces loss in quality.
My question is "Does this loss happen every time you "open" a JPEG file or does it only happen when the JPEG is edited in some way.
I am becoming neurotic about opening the files too often to look at them !!

There is no loss in opening a jpg, only in saving it. If you open it, and don’t change it, don’t save it.

There is no loss at all when a jpg is opened by a program like Internet Explorer, which does not have editing capabilities.

JPEG is a compression algorithm that can produce fine results when the compression quality is high. When the compression quality is low (meaning lower quality smaller file) lots of digital artifacting occurs. When a JPEG file is opened it is uncompressed. There is no image degradation occuring upon opening a file.
