very simple question on making a layer

Sorry… I’m sure I’m missing something very basic. I’m using Photoshop Elements 3.

I have a layer which which consists of a canvas that is 11 inches wide with an image on it that is 5 inches wide. How do I add another image to the canvas, so I end up with two images.

Load image<edit, copy, then past into background
