read help > layers. google photoshop elements layer tutorial.

Think of a layer as a clear piece of plastic over your photo that you can put another photo on. When you look through it you can see both photos. You can also select and modify either photo independent of the other. If you change the opacity of the photo on the layer it can become transparent so you can see through it and see the original photo too.
When it was explained this way to me it helped me a lot. I hope it did the same for you.
