how to make Multiple hyperlinks in an email image?

I am trying to create a Jpeg in PhotoShop and ImageReady that can be placed in an email and contain multiple hyperlinks (image mapping) to different pages of my website with out creating an HTML document. Is this something that can be done? My Boss thinks so.

Your boss is wrong, I’m afraid. Hyperlinks exist only in HTML not in the image itself.
