Change Default File format from PSD to JPEG?

My employer is evaluating the possibility of purchasing multiple copies of Adobe Photoshop Elements to use with medical images taken with a digital camera. The images must always be saved as JPEG, not PSD. I do not want to give users of the program the option to save photos in PSD format. Is it possible to remove the option to save files as PSD format in Adobe Photoshop Elements? Alternately, is it possible to set the default file format to JPEG?

Brian, the issue here is that if you edit the image in such a way that layers are created, Elements will try to save the image as PSD unless and until you ‘flatten’ the image to eliminate the layers – JPEG doesn’t save layers. If no layer-creating edits are being made, the program will offer to save in the same format in which it was opened. If a user accidentally saves an image as a PSD, though, it’s easy to convert it after the fact to a JPEG.
