How much should I pay for Adobe Photoshop Elements 2.0?

I basically stick to image resizing, cropping, a little cloning, red eye removal, and color/brightness adjustments.

Assuming you’re in the US, the best I’ve seen is $54 at Sams Club.

CompUSA has Photoshop Elements 2.0 plus Photoshop Album 2.0 combination for $60 after rebates (doesn’t look like these are competing or upgrade-type rebates).
