PSP usually means Paint Shop Pro, not Photoshop. If they are really Photoshop files, you can just change the extension to PS and they would open. I doubt they are PS files though.
They are probably Paint Shop files, and you should open them in Paint Shop, and save to a format that Photoshop knows.
