What’s the simplest way to make a new transparent layer on top of an old one? Sorry for such a newbie question…

There’s a little icon that looks like a sheet of paper at the bottom of the Layers palette. Click it.

If you want a new transparent layer UNDER the current one Ctrl-click it.
