Can you use Photoshop actions in PS Elements?

I’m fairly new to Photoshop Elements (and haven’t used Photoshop CS at all). I’ve been finding different Photoshop "actions" posted on the Web that would be useful for my digital photography work. Will these actions work in Elements as well?

Actions can be played in PSE if you download the free third party addon tools.

edit—the author is quite altruistic, in my opinion, offering many fruits of his labors at no charge. He had a standing offer to develop new actions (playable in PSE) merely for the asking. An excellent book he wrote (for advanced intermediate people) is a "must have".
