An "action" is a command or group of commands created with Photoshop (not Elements), and saved so that it can be run on images. Its like a macro program. Elements can run actions, but cannot create them. I have not tried Mr. Lynch’s collection.

Elements cannot run actions unless you have an add on that makes it possible … the one you mention does that.

Actions can only be created within full Photoshop and they are really just automations you create. One simple example is …. Say you wanted to change a whole series of images from TIFFs to JPEGs then you can write an action that will do it … it saves you doing each one manually and so saves you a lot of time.
