Is this possible with PSE2?

I am very new to PSE and have 2.0. I recently took a picture of a rainbow with a fixed focus camera (1.2 mp). It was late afternoon and the picture includes trees and buildings in the lower 2/3+ of the frame and the sky with the rainbow in the upper third. The sky appears a washed out very light gray with no rainbow apparent. The camera is actually built into a PDA so, of course the optics aren’t going to be top-notch. Consequently I don’t really know whether the camera was capable of capturing the rainbow.

Is it possible to make adjustments to the picture to bring out what to my eye was a VERY vibrant rainbow or is it hopeless with the camera type that I used? I’ve tried several setting adjustments including brightness, contrast and leveling but am very unsure of the proper techniques.
