Photoshop elements pdf

My pdf’s are not generated in numerical order even though my photo folder is in numerical order. The same folder generated in web gallery produces photos numerically. The original folder his in the hard drive.
This is all very confusing to me, what am I doing wrong???

Have you numbered them starting with 0?
Try 3 digits, 001 through 010, etc.

Yes I just tried three digits to no avail.
If you have any more suggestions please advise.

To me

I had to reinstall Photoshop elements to correct this problem but still have to shuffle around the numerical order in the browser window to correct the sequence in slide show pdf.
