Dragging an image over another

Please can anybody tell me how to do the above. When i open another new image to drag over another one, both images go into small box’s. I can’t drag one image over the other using the move tool because both images are in there own boxes. But if i maximise one of the images it completely covers over the sreen.. Please help. Hope you can make sense of this.

Use the move tool (1st row, to the right, toolbox). Now, click and drag the first image onto the other. The second image will now be on its own layer, in the second image’s document.

Maybe you aren’t holding the mouse button in while dragging.
