Shift key and scale tool

I know that when you hold down the shift key as your are using the free transform tool it is supposed to do a uniform scale but in my case it is as if the shift key isn’t being recognized. It is also happening when I use the paint brush, you are supposed to be able to draw a staight line but that is not working either. I now my shift key is working because when I type I get capitals. Has anyone experienced this problem in CS? Any suggestions?

I’ve heard there were keyboard issues with earlier versions of OS X. Shift works fine for me in Panther. No solution but I wanted to bump this up.
