As Nospam said, Go to Image / Image Size, make sure Resample Image is unchecked, make sure it’s pixels/inch and simply type in the width or the height you want, say 6” width). The height and the # of pixels per inch will come up automatically.
For example, with my Canon Rebel XT (8MP), an image might turn out at 48 inches by 32 inches at 72 pixels per inch. If I uncheck "resample image" and divide the 48" by 8 to get 6", the height will automatically be divided by 8 and be 4". Resolution will be 576 pixels/inch. All you need do then is check "Resample image" and change the 576 to 300. Your size will not change, but the pixel count per inch will. In my case, the camera’s photo is in the ration of 3/2. Therefore, an image will be 6 x 4 if it’s the size you want. However, the 7 x 5 size would be 7 x 4.667. You would need then to crop it at that size (7 x 5). Same for 10 x 8 (which would be 10 x 6.667). In that particular case, the resolution would still be at 345.6 per inch.
What I do when I open my image in Photoshop (CS) is to crop it accordingly to size. Click on the cropping tool. Enter the Width and Height in the bar above as well as the resolution, say 300. Then crop the image. However large or small the crop is, it will retain the size and resolution specified.
