Picture Package Problem

I have done a series of picture packages. Now I have one that just won’t work. I am doing multiple/different images. I am able to establish the package but when I click on a picture to delete, it does not acknowlege. The new image that I select does not replace it but rather sits on top of the package. I think my tool bar is somehow involved in this because at one time the magic wand became active. My mind is at a blank as to how to turn off the tools. I can’t make them leave without the whole program disappearing from my screen. But now back to the pictures. Would it not be active because of the tool bar or for another reason?
