In Elements 3 is it possible to design and use additional picture packages? I wish to print 4 different pictures onto A4 paper.

Try….

1-Picture Package
2-Edit Layout
3-"delete all"
4-Paper size (custom)
5-Add Zone (s)

Use the Grid for spacing!

This is the layout for E3 on a Mac.

Windows PSE 3
Photo Browser
Select photos
Standard Edit
Print Multiple photos
Select package & layout
Drag & drop any thumbnail from left side of screen to any layout location
