TV Colors & Bleeding

am a new to adobe photo shop, i was wondering every time i make a design & show it on tv i get flickers & bleeding mostly around the edges of the graphic, i learnt some ways to reduce them but is there a way in adobe to use a color pallet or maybe some other way to restrict illegal tv colors & will only give me safe colors, also i notice when i make my graphics (.png) it asks me interlaced or non interlaced, is this another reason for flicker or does it have anything to do with bleeding & flickering?

Use Web Safe colors (check box in color pallet). Adding a Levels adjustment of output 16-blacks to 240-whites will give proper colors (see the bottom of the levels adjustment menu box). As a last step add a Filter> Video> NTSC Colors to restrict everything to Legal. Also it could be the pixel size of what your making– a 3 line (or less) 0-black stroke on 255-white background will flicker on tv.
