eye dropper tool wanted

I had this software, but with 3 hurricanes a new home, and a new machine, it’s been lost.
I can’t even recall it’s name.

the physical design of it was a 9 squared field of different pastel colors that would be recommended for a website theme based on a single eye dropper color.

It’s main selling point being it could SAMPLE a color from any open window on the desktop and identify it by rgb or hex.

PS8 can’t sample from any window outside it’s own program.

Can anyone pass the name of that program on, or something similar ? I use the program once a blue moon.
