File save jpeg or what

Hi I am new to this forum and Photoshop 7. When I try to save a photo file it will not let me save as jpeg? Elements will let me, why is this. Also what is the best for quality save?

When you click on File-Save as you will see an arrow next to Format. Click on this arrow and select jpg. On the upcomming dialog set the parameters.

The best way to save a JPG is usually to use Save for Web. This will allow you to select quality options and play with the settings to get the smallest file at the best quality.

The reason you might not be able to save as JPG from the Save menu is that the mode of the image may not be compatible with JPG. Safe for Web bypasses these controls.

also no layers allowed for jpg. check that too.
