Problem moving layers in 7.0

Hi…

I’ve developed a strange problem in 7.0, and I don’t know how to fix it. When I’ve created a layer, I’ll click on the "move" tool to change its position. However, instead of keeping the layer that I’ve just created selected, the layer selection drops down several layers, sometimes to the bottom, locked, layer. How do I convince the layer to stay selected? Does this make sense to anybody?

In the options bar for the move tool, make sure ‘auto select’ is off.
