On www.fountainchurch.org I would like the image to be transparent. in Photoshop 7 the opacity is 36% but on the webpage it’s not transparent at all.

A GIF file only offers 1-bit transparency. This means it either shows pixels or it does not show pixels. You cannot have semi-transparent pixels in a GIF file.

Re-assess your web design technique. A typical web designer would not attempt to place a semi-transparent image file in a background. That is inefficient. Make the fountain part of the blue background and save it as an opaque file.

An opaque file is what 99.99999% of files are. There is no problem making an opaque file.

In your Photoshop document of the fountain, make a background layer and fill it with the following web/hex color: #8CDEF5

Adjust the transparency of your fountain layer to suit your taste and then save for web as GIF, PNG or GIF. Use a matte color of #8CDEF5
