Masking and Scaling problems

I’m brand new to photoshop and I’ve discovered that when you scale a masked layer, you only scale the mask and not the photo element. How do you scale them both congruently?

If the mask is linked to the layer, then when you scale the layer it will scale the mask at the same time.
