Will Tags and Collections created on an XP machine and used to organize photos be available if entire collections are moved from a PC to a MAC?

I have a large archive with many tags and collections that I want to make accessible to MAC users.

Not exactly. You can use the "write tag to file" command and your tags will be written as metadata keywords, which will show up in PE/PS for Mac. You can’t keep your hierachies, though, and PS keywords don’t show up in iphoto.
