If you want a border around each letter, here is one way.

1. CTRL-click text layer to select text.
2. Create new empty layer.
3. On empty layer, run Edit -> Stroke
Choose width & color for the border, set Location to Outside
4. To make the text and outline layers moveable together, either
link them in the layers palette
or
turn off visibility of all but the 2 layers, and Merge Visible.

I have a question on the method I described in my msg #3. When the Stroke layer is created (above the text layer) it has no Merge Down option. But when I move the Stroke layer below the text layer, the text layer does have the Merge Down option. Why the difference?

For some reason Elements wont do that if the bottom layer is a text layer. You’d need to simplify it first.
