Can’t Change Cursor

Can’t change cursor from cross hair to any type of brush or anything! Tried selecting the different types of cursor in prefs but doesn’t change anything. Curses!! This is on CS3.

Any ideas?

Just tried resetting tools, but sadly….didn’t help.
