CS3: Space Bar won’t Allow Dragging in Non-Maximized Window

In Photoshop CS3 I am unable to drag an image in a non-maximized window by pressing the space bar to activate the hand tool. The hand appears, but the image will not move. If the window is maximized, dragging with the hand after pressing the space bar works normally. Also, I have found that if I click on the hand tool and then immediately return to the tool with which I was working, the image can then be moved by using the space bar, as though it was "unlocked" by temporarily activating the hand tool.

This is annoying, but I don’t know if this is an idiosyncrasy of my particular setup or if it is a bug in the program.
