Strange .gif behavior

Go to intel’s website using IE7, and notice the top navigation is actually .gifs, and these gifs appear smooth or blurred no matter what zoom level. <http://www.intel.com/sites/sitewide/pix/nav0.gif> is an example .gif to check out. Open the .gif in Windows Picture & Fax Viewer and it still looks blurred or smooth. Open it in photoshop and this blurring or smoothness is gone, and normal pixels are seen.

Id like to make .gif images that have this smoothing/blurring, but can’t figure out how they did it. Anybody know what is going on here?
