Problems saving with effects

I am using Photoshop CS3 and when I try to save a file as flattened file, (ie JPG, GIF), with any sort of effects on it, in this case black and white, it will not save with the specified effect. Is anyone else having similar issues? Any suggestions on how to cure this?

Is it Saving with some other effect? Or no effect? Are you resizing? Not clear.

Try applying the effect at the final size, before Saving, or scale the effect.
