Can anyone tell me how you create the red and blue paint like style used on this album cover? Is it a photoshop filter? or is there something similar to it?

Here’s one way, assuming the original is black and white: Go to the composite channel (CMYK or RGB) and Command Click on it to make a selection. Inverse (Shift-Command-I), then choose your colors and paint away with a Brush or pencil.
