I am trying to make a picture transparent. I have the BG down and I paste my picture on the BG and now I want to make it transpartent how do I do this?

I am not sure what you mean with BG?
Reducing opacity of the active layer springs to mind as a way to make a picture transparent. This way the layer below will shine through depending how much you reduced opacity.

"BG" equals "background", I assume? If your picture has been placed on the background, and you want the background to show through, follow Robert’s advice to reduce the opacity of the layer on which the picture is placed. That can be done from the Layer Palette.
