Using Photoshop CS to create a blurry "motion" background

I’ve seen pictures of photos that have a subject in the foreground, and in the background everything is blurry, representing motion. For instance, if you look up Photoshop cs 8.0 on ebay, gallery picture depicts the effect I want to do.

Can anyone explain this process, or know a link to a tutorial that can show me how?

Nevermind, I just found it. it’s a Filter – called (can you believe this) Motion Blur.
