Is there any way to make a simple rectangle around an image in elements? I would like to be able to set the line width and color.

Tom,

Use the rectangular marquee tool and make your selection on the picture Then Edit/Stroke and set the line width and color and use "inside" unless you enlarge the canvas slightly.

If you are making a frame something you may want to experiment with is;

Make a new layer like solid color (any type really, gradient, pattern,… fill)
Now only this layer is visible
Use the selection tool and select an area that includes all but a border around the picture
Then click on "delete". (the inside area of the selection will be deleted exposing the picture behind, the area outside the selection remains)

Tom, there are lots of free ‘frames’ layer styles. You can Google it or check out the Adobe studio exchange.

If you have full photoshop you can make your own as well.

Hidden Power 3 addon for elements has tons of frames and more can be added.

Tom,
A relatively cheap and very functional addition would be Photoshop Elements One-Click Wow by Davis and Dayton. It comes with CD for installation. Has frames, graphic effects,gradient effects, etc.
I use it all the time and it is user friendly. Purchased it via Amazon. Ken
