I scaned and worked on a picture last night, made many changes and the results were stuning. Printed the picture and all was well. I went back this morning to my saved image and the image looks like the photo is at the bottom of a pool, all ripples.

Proablem solved. Changed IMAGE-MODE-GRAYSCALE and the wiggles went bye-bye.

More likely you were viewing a relatively high rez image sized down to fit your screen area. "scrunching" (tech term) the size for viewing at say 50% or less can cause image to look "wiggly" (tech term 2).
