Printing Problem

I’ve just received pictures from the commercial printer in town. One of them which I have scanned:
http://i5.photobucket.com/albums/y197/gummomarx/Scan01.jpg, has white blotches not visible in the original:
http://i5.photobucket.com/albums/y197/gummomarx/FD2.jpg.

Any idea why this has happened and what I can do about it?

the print is too light and/or too contrasty
order a custom not a machine print?
is the orig a digital file or a negative or print??
why not print your scan?

The original is a JPG on a pen drive. I’m going back to the store today.
