Picture Package

I am fairly new to Photoshop CS but I have run into a problem using Picture Package. After cropping a picture and then trying to print using Picture Package, I find that the photo often doesn’t fill the specific selection such as 4×5(4). The print is smaller than the specific size it want. Is there a way to fill the dimensions of the selection with all of the photo?
