New XP install. PS 7.0 is slow to create Marquee selections

I recently built a new system with Win XP. I’ve noticed that when making selections with the Marquee and Lasso tools with high feather settings (i.e. 220 or 250), it takes the program up to 25 seconds for the selection to finish. My older system only took around five seconds. Seeing as how my new system is much faster (with 3 GB of ram), I am stuped by this slow performance. Anyone know what’s up with this????
