I have a white circle with a black circle in the middle, how do I `feather` the edges of the black circle to give a `feathered` merge to the white.

Filter –> blur –> gaussian blur. Experiment with settings.

Use a radial gradient in the size of a circle you want. Then you can fade directly from black to white or vice versa.
