Replace the color black with another color

I have bitmap images that are black and white. After changing to RGB color I try the replace color option but I am only able to change black to levels of grey. I would like to change black to blue. I can easly change it if it’s any other color than black. Is there an easy way to do this?

Several ways, Russ, but about the quickest is to make a new layer, fill with blue and set the mode to lighten

also create a hue/saturation adjustment layer and check the colorize box. non descructive and completely customizable.
