When using the dodge tool, what is the difference between selecting the option for highlights, shadows, midtones?

Isn’t the whole point of the tool to bring the highlights out of the part of the image that you drag the tool over?

If i am dragging over an area, does it only pull the highlights out of the selected range of colors?

Is using the dodge tool similiar in concept to using curves, levels?

Answering you last question: yes.
I would not use the dodge tool. I’d sooner use an adjustment layer [levels, B&C or curves] and paint on the mask. This is easily reversable and more flexible.
