CS Lost ability to use ALT Dodge tool

In my CE ver 8.0 I suddenly lost my ability use the ALT function with DODGE if the menu is set for BURN – which really was quite essential.

I can select DODGE on the menu and it works – but no ALT function.

So far I have reloaded the workspace.

Restored the preferences to a previous setting. The Adobe Photoshop CS Prefs.psp file (page 47 of manual)

Did a google for answers.
Nothing works to get back that alt function.
Any suggestions?

When you deleted the prefs file did you get the dialogue box asking if you wanted to do this?
Holding down control, alt and shift whilst starting PS is not sufficient, you must get the dialogue box.
