When shooting Portraits this is achieved with a filter on the lense to make the dreamy soft diffused effect around the subject.

Ive been trying to find this same effect on Photoshop but can not find how to do it, with what commands?. Any help will be appreciated. Thanks!

As with everything else, there’s probably a third-party plugin somewhere. Google it.

Otherwise, you can try a Lens or Gaussian Blur filter on a layer set to Lighten blend mode. Play with the filter radius and layer opacity to get the right balance.

In ACR 4.5, negative Clarity values will also give a soft-focus effect.

In older PS versions: Copy the Background to a new layer, and Gaussian Blur that.

Then reduce the opacity of that layer.
