Picture of skyline.
white layer over that.
Text layer over that.
CTRL-Click on text layer.
Merge text layer down.
press delete to ‘cut out’ the letters.
Stroke, outside, 5 px
de-select text outline.
Apply drop shadow filter.
Crop.
Save for Web.

Type your Text, make it large. Copy or place your Image layer above your type layer now group the layers ( top tool bar : { Layer / Group with previous.
