Select the background suing one of the selection tools. Then use the blur filters.

First, make a duplicate layer (whole image).

select the entire image and blur the top layer only such that the blurriest part of the background is the way you want it.

Then, some combination of:

1. set the opacity of the blurred layer to less than 100%–this will allow some of the sharp layer to show thru

2. selectively erase portions of the blurred layer to let the sharp layer come thru

You can also try several layers with varying degrees of blur **************************
