I want to make the dropshadow effect backround transparent so it raises up off of the new picture I’m trying to collect all these smaller pictures and place them onto a larger picture.

You need to expand the canvas transparently and add a layer effect of a drop shadow to each smaller picture before dropping it onto the larger image. Open the first smaller picture and double click on the background layer. That will enable you to rename it and add a layer effect (of a drop shadow) but you’ll have to expand the canvas to see it.
