That is quite a complex background … it is best to start off by learning how to do simpler things.

A good place to start is:

Scroll down the screen and you will see many tips and tutorials for Elements … they start off fairly simple and then move onto more complex ones. You are probably better starting at the beginning and working your way through … but if you look right at the end you will see a tutorial for abstract backgrounds.
