I have seen a number of older posts about brushes all of a sudden not working properly in Photoshop CS. This can be in the middle of a session or at start-up. I had the same problem where Photoshop was responsive, but every time I would try to use a brush it would just show the "Grab Hand" icon. Many posts told about bad or conflicting video drivers, and that may be an issue for some, but the fix in my case was to "End Task" unnecessary processes and see if the problem goes away. The moment I removed the processes Photoshop started working normally.
I do not know which module specifically conflicted with PS CS. If I find out later I will post.
I did not spend a lot of time looking to see if this solution was already out there, but a quick glance did not reflect anything similar. Please disregard if already posted.
