Layers Merge

Hi
I am so embarrased about this posting.
I feel the answer is so simple but I cannot see it
Being a newbie and working my way through various tutorials I cannot get past the Layers introduction .
I have spent hours trying.
I need help to progress.

My actions are

I open a new Background size and add a colour background Add a new layer
I wish place several images on the background.
I open, size, make a transparent background and place in the desired postion Add a new layer
I repeat this with another image.
Now I wish to finsh this litte test.

In the layers Palette the small triangular menu
Merge layers is not available
Only flatten.
The layers pallette only displays the last image

The main window has three images with their own blue border with the last one active.
Where do I go from here

To merge layers, two or more layers need to be SELECTED, unless using Ctrl+E to merge down.
Merge visible (Shift Ctrl+E) merges all layers that have an "eye" in front of the layer and ignores the ones without.
Flatten merges all visible and throws away the invisible ones which results in a single opaque background layer.
