CS 1 Can’t open anything (reinstalled)

Every time I try to open an image in CS1 an error comes up saying "Could no complete your request because of a program error." I have tried reinstalling Photoshop, trashing all the Adobe folders I could find in both the system Library and User Library, but nothing seems to remedy this.
